Korea's steel and petrochemical industries emit over 150 million tonnes of CO₂ per year — 25% of the country's total. Decarbonising them requires electrification, and the scale of the electricity demand that follows is rarely discussed honestly.

## The Electrification Routes

**Steel:** Replacing the blast furnace/basic oxygen furnace (BF-BOF) route with hydrogen direct-reduction and electric arc furnace (H₂-DRI-EAF) cuts CO₂ by 95%. The catch: electric arc furnaces run on electricity.

**Petrochemicals:** Naphtha crackers currently operate above 800 °C using methane as a heat source. Switching to electric heating (e-cracking) eliminates 94–100% of process CO₂. Again: electricity is the input.

## The Numbers

Korea currently produces 67 million tonnes of crude steel annually and 9 million tonnes of ethylene. Maintaining that output while electrifying 100% of both processes would require **345–405 TWh** of electricity per year — roughly 60% of Korea's entire 2023 generation (590 TWh).

The steel and petrochemical clusters in Pohang and Gwangyang alone would need **247–283 TWh**, six to seven times more power than those regions currently consume. This implies explosive electricity demand growth outside the Seoul metropolitan area — something Korea's grid planning has not adequately addressed.

## What the 11th Basic Plan Gets Wrong

The government's 11th Basic Plan for Electricity Supply and Demand (전기본) projects industrial electrification demand of just 63 TWh by 2038. That figure covers only the very early stages of hydrogen-reduction steelmaking and electric cracking introduction. Full electrification for carbon neutrality by 2050 requires more than five times that amount — for steel and petrochemicals alone.

Six more rounds of Basic Plan revisions remain before 2050. Each cycle must grapple seriously with how to project and accommodate industrial electrification at this scale. The conversation cannot wait.

정부가 발표한 제11차 전력수급기본계획(전기본)은 2038년 산업부문 전기화 총 수요를 63TWh로 제시했다. 이는 전기화 초기 단계 수치다. 2050년 탄소중립을 위해서는 11차 전기본에서 내다본 산업 전체 전력화 수요의 5배가 넘는 전력이 필요하다.

2050년까지 남아있는 여섯 차례의 전기본 수립과정에서 산업 전력화 수요를 어떻게 반영할 것인지 깊은 논의가 필요하다.

## Limits of the 11th Plan

What the plan misses:

Market turnover (volume / allocation) has risen recently, but largely due to growing surplus allowances at firms. The core problems:

Supply-side measures (allocation tightening) alone are limited. To drive carbon reduction, we need:

The present national power supply plan remains heavily focused on short-term supply stability, maintaining a fossil-fuel-centered, centralized generation structure. This structural bias makes it fundamentally impossible to comply with or respond to international decarbonization frameworks such as RE100 (Renewable Energy 100%) and CBAM (Carbon Border Adjustment Mechanism), and serves as a root cause of declining international competitiveness for Korean industries.

## Spatial Imbalance of Power Supply and Renewable Potential

Over 55% of Korea's total electricity demand is concentrated in the Seoul Metropolitan Area, while renewable energy potential is predominantly located in non-metropolitan regions such as Jeolla-do and Gyeongsang-do. This severe spatial mismatch has entrenched an inefficient system in which electricity generated in "high-potential but low-demand" regions must be transmitted long distances to "high-demand but low-potential" areas.

## Transformative Potential of Agrivoltaics

Agrivoltaics goes far beyond being a supplementary income source for farmers — it represents a strategic use of national land as a distributed baseload energy resource. Based on realistically available farmland, **more than 200 GW** of agrivoltaic capacity could be deployed nationwide, enough to supply over half of Korea's total electricity consumption as of 2024. Regional potential analysis shows that not only Jeolla-do and Gyeongsang-do but also Gyeonggi-do — close to major demand centers — possess substantial capacity, making agrivoltaics a key tool to mitigate regional supply-demand imbalances.

## Policy Recommendations

The primary constraint today arises from grid congestion caused by transmission overload. Therefore, instead of further transmission expansion, a fundamental shift toward distributed power systems that produce and consume electricity locally is urgently needed. Agrivoltaics can:

- Enhance regional energy self-sufficiency
- Alleviate grid bottlenecks
- Reposition agriculture as an active producer of power
- Serve as a strategic pillar enabling Korea to achieve both carbon neutrality and balanced national development simultaneously

- Transparently disclose reduction alternatives and quantitative reduction plans for the period leading up to the commercialization of hydrogen-based direct reduction ironmaking (H2-DRI)
- Stop the ongoing relining of the Gwangyang No. 2 blast furnace, as it does not align with achieving the global 1.5°C target and carbon neutrality, and declare its immediate shutdown
- Incorporate a clear plan for the phased shutdown of all blast furnaces within the carbon neutrality roadmap

## The Case for Domestic Green Hydrogen

Without strong support for low-carbon fuels such as green hydrogen and renewable energy, Korea's industrial structure risks remaining dependent on fossil fuels and may ultimately face obsolescence.

Expanding hydrogen-based steelmaking (Hydrogen-based Direct Reduced Iron — **H-DRI**) in Korea can accelerate the realisation of a hydrogen economy, not only reinforcing energy security but also contributing to job creation and regional economic development through new infrastructure investments.

## Cost Analysis: Domestic vs. Imported Hydrogen

Currently, the government plans to increase the domestic clean hydrogen self-sufficiency rate through imports of hydrogen produced abroad. However, it presents underestimated import price projections that do not accurately reflect the costs associated with the conversion and transportation of foreign-produced hydrogen.

If green hydrogen needed for hydrogen-based steelmaking is procured from abroad:
- Production cost per ton of steel will be **₩220,000 KRW higher in 2033**
