The third installment of the series examines how global shipping restructured through a decade of low freight rates and then pandemic-era profits — and how decarbonisation regulations are now reshaping competitive strategy.

## A Decade of Overcapacity (2010s)

After the 2008 financial crisis, the Baltic Dry Index — which had peaked at 11,793 before the crash — fell below 1,000 and stayed there for years. Container ships faced the same oversupply crisis: carriers ordered giant vessels to lower unit costs, but demand couldn't absorb the new capacity, sending freight rates into freefall.

## COVID-19 Windfall

The pandemic first disrupted ports and logistics, then triggered an unprecedented boom as US and European consumer spending surged. The Shanghai Containerized Freight Index (SCFI) rose several times above pre-pandemic levels. Global carriers posted record profits.

## The Alliance Shake-Up

The prolonged depression of the 2010s forced a wave of mergers and alliance restructuring driven by economies of scale. The 2M alliance (Maersk + MSC) was the defining partnership — until it wasn't. Post-pandemic, divergent strategies pulled the two apart: Maersk pursued integrated logistics (ports, warehouses, inland transport); MSC aggressively expanded its fleet to become the world's largest carrier. 2M formally dissolved in 2023.

From 2025, the industry settled into a new **3+1 structure**: Gemini Cooperation (Maersk + Hapag-Lloyd); Ocean Alliance; Premier Alliance (successor to THE Alliance, including HMM); and MSC operating independently.

## Decarbonisation as Strategic Variable

The 2023 IMO GHG Strategy raised the ambition: net-zero international shipping by around 2050, with intermediate targets of −20–30% by 2030 and −70–80% by 2040. The EU simultaneously brought shipping into its Emissions Trading System and launched FuelEU Maritime (2025), mandating a step-by-step reduction in fuel GHG intensity — 2% below baseline by 2025, 80% by 2050.

Gemini Cooperation's hub-and-spoke strategy — reducing port calls to concentrate on a small number of mega-hubs — is partly a decarbonisation play. Hapag-Lloyd states explicitly that precise scheduling cuts waiting time and therefore fuel burn. Maersk, which has publicly committed to net-zero by 2040, needs its own hub ports to be equipped with green bunker infrastructure.

## Vertical Integration and Port Control

Major carriers have extended their reach to terminal operations: Maersk/APM Terminals, MSC/TiL, CMA CGM/CMA Terminals. As GHG regulation tightens, terminal control is becoming a tool to manage scope-3 emissions, guarantee green fuel supply chains, and offer shore-power (AMP) to docked vessels. Large shippers — Apple, IKEA, Amazon — are increasingly scrutinising the carbon footprint of their sea freight, accelerating this integration trend.

## 2010년대: 공급 과잉의 긴 터널

금융위기 이후 누적된 선복 과잉, 초대형선 발주 경쟁, 물동량 둔화가 겹치며 저운임·저수익이 계속됐다. 벌크선 운임지수(BDI)는 금융위기 직전 1만1793까지 치솟았다가 2010년 이후 1000 밑으로 떨어졌다. 컨테이너선도 공급 과잉이 계속되면서 운임이 급락했다.

## 코로나19 팬데믹: 유례없는 호황

초기에는 항만 봉쇄와 물류 차질로 혼란이 발생했지만, 이후 미국·유럽 소비가 폭증하면서 해상운임이 사상 최고 수준까지 치솟았다. 글로벌 선사들은 천문학적인 이익을 기록했다.

## 얼라이언스 재편: 3+1 구조

2010년대 긴 불황을 거치며 글로벌 해운업계는 거대한 재편에 들어간다. 머스크와 MSC의 2M 얼라이언스는 2023년 해체를 발표했다. 2025년부터는 '3+1' 구조로 재편됐다: **제미니**(머스크+하팍로이드), **오션 얼라이언스**, **프리미어 얼라이언스**(HMM 포함), **MSC** 독자 노선.

## 탈탄소라는 파도

2023년 IMO는 '2050년 전후 국제해운 탄소중립(net-zero)'을 공식 목표로 제시했다. 2030년 최소 20%(가능하면 30%) 감축, 2040년 70%(가능하면 80%) 감축이라는 중간 목표도 설정했다. EU는 해운을 EU-ETS에 편입하고, 2025년부터 FuelEU Maritime을 시행해 유럽 항만 드나드는 선박의 연료 온실가스 집약도를 단계적으로 낮추도록 하고 있다.

제미니의 허브 앤 스포크 전략은 기항지를 줄이고 핵심 허브항만을 중심으로 네트워크를 재설계한다. 이는 단순한 운영 효율화를 넘어, 제한된 친환경 연료 인프라 내에서 운영 효율을 극대화하려는 탈탄소 전략이기도 하다.

머스크·MSC·CMA CGM 등 주요 선사들은 항만 터미널 운영까지 직접 확대하며 수직적 통합을 강화하고 있다. 탈탄소 규제가 강화되면서 친환경 선박 연료를 제공할 수 있는 항만 통제력이 새로운 경쟁 변수로 부상했다.

The second installment of the series traces how Korea built — and then partially lost — its maritime powerhouse status over seventy years.

## Origins: Ships Salvaged from the Sea

Korean shipping began with vessels literally recovered from the ocean floor. At the end of the Pacific War (1944–45), US forces seeded Korea's coastal waters with tens of thousands of mines to sink Japanese merchant ships. Korea's first trade vessel under the national flag, the *Aengdo* (2,200 GRT), launched in February 1948, was one of those salvaged Japanese freighters.

## State-Led Growth (1960s–70s)

The 1967 Shipping Promotion Act codified government support for fleet expansion. By 1979, Korea's merchant fleet had grown from 96 vessels (763,000 GT) in 1970 to 512 vessels (4.67 million GT) — a sixfold increase in nine years driven by export-led economic development.

## Restructuring (1980s)

The second oil shock (1979) and chronic over-investment sent the industry into crisis. A 1982 operating deficit of KRW 102.4 billion forced the government to consolidate dozens of carriers into 20 companies under the 1984 Shipping Industry Rationalisation Plan.

## The Hanjin Shipping Collapse

Hanjin Shipping, once ranked fifth in the world, went bankrupt in 2016. The causes: excessive charter contracts taken out in the boom, a race to operate ever-larger vessels, a brutal freight-rate price war, and management failure. Its collapse showed that even world-class carriers can disintegrate rapidly when external shocks meet structural fragility.

The forces that sank Hanjin — fleet gigantism and the chicken-game of freight rates — are still fully active today, now joined by a new challenge: the decarbonisation transition.

## Korea's Current Standing

In 2024, Korean shipping service exports totalled USD 30.85 billion (approximately KRW 46 trillion) — large enough to rank fourth in Korea's export mix if counted alongside goods, ahead of shipbuilding.

Yet Korea's fleet growth has trailed peers badly. Taiwan grew its capacity 77.7% in a decade; Japan 32.8%; Korea just 2.2%. The average Korean vessel is six years older than its Japanese equivalent and seven years older than a Chinese one.



2024년 한국 해운서비스 수출액(해상운송수입)은 308억5000만 달러(약 46조원)였다. 같은 해 한국의 수출품목 순위는 반도체-자동차-석유제품-선박 해양구조물 및 부품(조선)-합성수지의 순이었는데, 해운서비스를 상품 수출 순위에 끼워넣는다면, 조선을 밀어내고 4위에 들 수 있는 규모다.

## 태동기: 바다에서 건져올린 배

한국의 조선·해운업은 좌초된 선박을 끌어올려 수리하는 것에서 시작됐다. 태평양 전쟁 말기 미군은 일본 상선을 침몰시키기 위해 한반도 인근 해역에 수만 개의 기뢰를 살포했다. 1948년 2월 태극기를 단 최초의 무역선 앵도호(2200t)도 바다에서 건져 올린 일본 화물선이었다.

## 육성기·성장기 (1960~70년대)

1967년 해운진흥법이 제정됐고, 1970년 96척(76만3000G/T)이었던 한국 상선대 규모는 1979년 512척(467만1000G/T)으로 비약적으로 늘어났다.

## 구조조정 (1980년대)

제2차 오일쇼크와 과잉투자의 후유증으로 1982년 운항수지 1024억원의 적자를 기록했다. 정부는 1984년 해운사를 20개로 통폐합했다.

## 끝내 좌초한 한진해운

세계 5위까지 도약했던 한진해운은 2016년 파산했다. 원인은 ①과도한 용선계약 ②선박대형화 경쟁 ③치킨게임 ④경영진 실정이었다. 한진해운 파산은 단순히 한 기업의 실패가 아니다. 세계 5위 기업도 외부 환경 변화와 구조적 취약성이 겹치면 순식간에 무너질 수 있음을 보여주는 상징적 사건이다.

문제는, 한진해운을 무너뜨린 선박 대형화와 치킨게임 파고가 지금도 현재진행형이라는 것이다. 여기에 탈탄소 전환이라는 새로운 과제까지 더해졌다.

The opening installment of the 13-part series *Decarbonization Journey: Shaking Korean Shipping*, co-produced by ClimateInFact and PLANiT, lays out the foundational concepts anyone needs to understand the debate.

## Shipping vs Shipbuilding

These two industries are frequently confused. **Shipbuilding** (조선) is the design and manufacture of vessels — think Boeing or Airbus, but for ships. **Shipping** (해운) is the operation of those vessels to transport passengers and cargo — think Korean Air or Delta, but on the sea.

Korea excels at the former. Its shipbuilders produce the world's most advanced eco-friendly vessels. The problem: most of those vessels are owned by foreign carriers. The best Korean-built ships arrive at Korean ports flying foreign flags and compete against Korea's own, ageing fleet.

## Why Shipping Matters

Sea freight carries more than 80% of global trade by volume and over 99% of Korea's imports and exports. Every item of daily life — food, clothing, electronics, raw materials, the coal and gas that generate electricity — arrives by sea.

## Key Terms Explained

- **TEU / DWT / CBM / CEU** — unit measures for container ships, bulk/tanker vessels, gas carriers, and car carriers respectively
- **BDI (Baltic Dry Index)** — leading economic indicator tracking bulk freight rates
- **Shipping alliances** — partnerships where carriers share routes, vessels, and ports to expand network coverage (one carrier serving 50 ports weekly can reach 150 ports three times weekly through two alliance partners)
- **IMO** — the UN agency setting international ship safety and emissions standards; currently enforcing EEXI and CII regulations and targeting net-zero international shipping by 2050
- **Alternative fuels** — ammonia, hydrogen, biofuels, green methanol; LNG serves as a transitional fuel but is still a fossil fuel

## Korea's Competitive Position

Over the past decade Korea's fleet capacity grew just 2.2% — versus 77.7% for Taiwan and 32.8% for Japan over the same period. The average age of Korea's fleet is six years older than Japan's and seven years older than China's. This structural gap is the context for the entire series.



오늘날 우리의 삶은 해운을 빼놓고 유지되기 어렵다. 해운은 가장 오래된 물류 수단이자, 지금도 세계 교역 물량의 80% 이상, 한국 수출입 물량의 99% 이상을 담당한다. 우리 의식주와 관련된 거의 모든 품목 즉, 농축수산물과 의류, 생활용품, IT기기는 물론 원유, 가스, 철강 등 각종 원자재, 나아가 전기를 만드는 연료(석탄, 가스, 우라늄)도 해상으로 수송된다.

이 중요한 산업에서 한국은 '해운 강국'이란 수식어가 어울리게끔 존재감을 키우던 때가 있었다. 지금도 변방으로 밀려난 것은 아니지만, 빠르게 변하는 글로벌 공급망 환경에서 점점 경쟁력을 잃을 지 모른다는 우려가 나온다. 특히 탈탄소 전환이라는 새로운 경쟁 변수까지 더해진 상황에서 한국의 더딘 대응이 이런 우려를 증폭시키고 있다.

플랜잇 지혜련 수석연구원은 현재 우리 해운이 처한 상황을 이렇게 요약한다: "한국의 조선 기술은 최고다. 조선은 수출한다. 한국은 세계에서 가장 앞선 친환경 선박을 만든다. 그런데 그 배들의 대부분은 우리 것이 아니다. 한국이 만든 최첨단 친환경 선박은 외국 해운사가 소유하고, 그들의 선박이 한국 항만에 기항해 늙어가는 한국 선박과 경쟁한다."

지난 10년간 한국 해운의 선복량 증가율은 2.2%다. 같은 기간 대만은 77.7%, 일본은 32.8% 성장했다. 한국 선대의 평균 나이는 일본보다 6년, 중국보다 7년 더 늙었다.

## 주요 개념 정리

**①해운과 조선:** 해운은 바다로 여객이나 화물을 운송하는 것, 조선은 배를 설계하고 만드는 것. 조선은 보잉·에어버스처럼 선체를 제작하는 산업이고, 해운은 대한항공·델타항공처럼 배를 이용해 여객과 화물을 운송하는 산업.

**②수요·공급과 사이클:** 해운업은 반도체·철강처럼 경기 흐름에 따라 호황과 불황이 반복되는 대표적인 사이클 산업이다.

**③항로:** 세계에서 가장 분주한 항로는 영국해협(하루 500척 이상), 말라카해협(전 세계 물동량의 30%), 호르무즈해협, 수에즈운하, 파나마운하 순이다.

**④해운동맹:** 해운사끼리 연합해 선박·항로·항구를 공유하는 동맹.

**⑤선박 종류:** 컨테이너선·벌크선·탱커선·가스운반선·자동차운반선 등.

**⑥차세대 연료:** 암모니아, 수소, 바이오연료, 그린메탄올. 당장은 전환기 연료로 LNG를 사용하지만 LNG도 화석연료다.

**⑦IMO:** 유엔 산하 전문 기구로, 2050년 국제 해운 탄소중립을 목표로 EEXI·CII 규제를 시행 중이다.

With the implementation of the IMO mid-term measures pushed back by a year, the shipping industry and policymakers find themselves at a critical junction. How that grace year is used could change the competitiveness of Korea's shipping and shipbuilding industries.

## The Background

The IMO Net-Zero Framework's implementation was delayed beyond the original schedule for several reasons:
- Concerns about implementation burdens on developing countries
- Ongoing detailed-design discussions over the carbon-pricing mechanism
- Insufficient readiness of fuel supply infrastructure

## Why It Could Be an Opportunity

1. **Time to prepare**: build alternative-fuel infrastructure and develop fleet-renewal plans
2. **First-mover positioning**: gain competitive edge through voluntary early transition
3. **Shape the rules**: actively engage in the formation of detailed regulations

## Why It Could Be a Crisis

1. **Cementing transition delay**: the grace period becomes inertia, weakening genuine transition momentum
2. **Carbon lock-in risk**: expanded fossil-fuel-based investment during the grace period
3. **Regulatory uncertainty**: firms delay investment decisions

## Korea's Strategy

Korea's shipping and shipbuilding industries should use this year to:
- Accelerate green-ship technology development
- Build alternative-fuel (ammonia, methanol) supply chains
- Reform domestic regulatory frameworks

The grace period is time to prepare — not an excuse to defer transition.

With the IMO 2030 interim target and 2050 carbon-neutrality goal looming, the global shipping and shipbuilding industries are testing a wide range of solutions: alternative fuels, auxiliary propulsion, and carbon capture. Below is a comprehensive review of the four technology pillars discussed at GASTECH 2025 (Milan).

## 1. Ammonia Propulsion

Industry voices framed ammonia gas turbines as "ready for immediate commercialisation," yet limitations co-exist: lack of real-vessel validation data on efficiency, safety, operational reference, and cargo penalties.

**Key Challenges:**
- Establishing safety protocols for explosivity and toxicity
- Building port infrastructure (storage, supply)
- Validating fuel efficiency under actual operating conditions

## 2. Hydrogen Propulsion

Liquefied hydrogen energy density and storage are advancing rapidly, but economics and infrastructure remain significant challenges.

## 3. Wind-Assisted Propulsion

- A range of technologies — sails, rotors, kites — are reaching commercial deployment
- Verified fuel savings of 15–30%
- Applicable as a retrofit on existing vessels

## 4. CCUS (Carbon Capture, Utilisation and Storage)

Maritime CCUS is still at the demonstration stage, but compact onboard carbon-capture units are under development.

## Comprehensive Assessment

No single technology can serve as a silver bullet. Decarbonising shipping requires a portfolio approach: fuel diversification, energy efficiency improvements, and operational optimisation. Policy consistency and clear market signals will be the decisive variables guiding technology choices.

어떤 단일 기술도 은탄환(Silver Bullet)이 되기 어렵다. 해운 탈탄소화는 연료 다양화, 에너지 효율 개선, 운항 최적화의 포트폴리오 접근이 필요하다. 정책적 일관성과 시장 신호의 명확성이 기술 선택을 가이드하는 핵심 변수가 될 것이다.

The 2050 carbon-neutrality goal is an enormous challenge for both aviation and shipping. With full commercialisation of e-fuel still some time away, both sectors are eyeing **biofuels as a realistic interim fuel**.

## The Core Issue: Resource Competition

Both industries depend on the same critical resource: **biomass** produced through agriculture and forestry — and supply is constrained:

- Environmental conservation constraints (forest protection, biodiversity)
- Food security priorities
- Limited arable land

As a result, aviation and shipping will face **supply competition** for the same finite resource.

## Aviation vs. Shipping: Where Does the Balance Tip?

4. Align with the commercialisation timeline of alternative fuels

Ultimately, biofuels must be designed as a **"time-bounded interim strategy,"** while accelerating each sector's transition to long-term alternatives is the real solution.
