
Agrivoltaics — co-locating solar panels on agricultural land so the same land produces both crops and electricity — has long been promoted with slogans like "kill two birds with one stone." But in rural Korea the idea found little traction: worries about yield loss, complex permitting, land-use conflicts, and the absence of protections for tenant farmers all stood in the way.

PLANiT revisited agrivoltaics not as a farm-income supplement but as a **distributed baseload resource** — and the numbers are striking.

## The Resource Potential

Korea's total cultivated area is 15,046 km². Applying the 2023 Ministry of Trade, Industry and Energy siting guidelines (setback distances from sensitive areas), feasible agricultural land drops to 4,988 km². Installing panels on 30% of that feasible area yields **1,496 km²** of usable surface — 1.5% of Korea's total land.

At an estimated capacity density, 1,496 km² supports roughly **224 GW** of installed solar — compared to 29.6 GW of all solar currently installed nationally and a 2038 target of 77.2 GW under the 11th Basic Electricity Plan.

Applying a 15% average capacity factor, 224 GW generates approximately **295 TWh per year**, equivalent to 53% of Korea's total 2024 electricity consumption (~550 TWh). In other words, using just 10% of available farmland for agrivoltaics could supply more than half the country's electricity needs.

## Regional Distribution

By province, Gyeonggi-do leads with 39 GW of potential, followed by Jeonbuk (36 GW), Jeonnam (33 GW), and Chungnam (25 GW). Seoul (0.4 GW), Daejeon (2 GW), and Busan (2 GW) have minimal potential due to high development density.

This distribution is structurally significant. Jeonbuk's agrivoltaic potential exceeds twice its total electricity demand; Jeonnam could meet 130% of its demand. These are the provinces that currently generate renewable energy for export to the capital region while lacking local economic benefit from that generation. Agrivoltaics can flip that equation.

## Beyond Farm Income: A Grid Strategy

The government has announced a target of 500 "sunlight income villages" by 2030 and plans legislation by mid-2026. PLANiT's analysis suggests the policy framing should be elevated. Agrivoltaics is not a rural welfare programme — it is a **strategic distributed generation asset** that can:

- Reduce long-distance transmission congestion (generation close to non-metropolitan demand)
- Strengthen regional energy self-sufficiency
- Make non-metropolitan Korea an active contributor to the national grid rather than a passive transmission conduit for the capital

The energy transition's real challenge is not building more power plants. It is building a system where electricity can be produced and consumed within the same region. Agrivoltaics is one of the few tools that can do this at scale on Korea's terrain.

## 잠재 자원량

우리나라 총 경지면적은 1만5046km²다. 2023년 산업통상자원부의 입지 가이드라인을 적용하면 설치 가능한 농지 면적은 4988km²로 줄어든다. 여기서 30%에 패널을 설치하면 실제 가용 면적은 **1496km²** — 전 국토의 1.5%다.

1496km²에 설치할 수 있는 태양광 설비 용량은 약 **224GW**로 추산된다. 현재 국내 전체 태양광 설치량(29.6GW)의 7.5배, 11차 전기본 2038년 목표(77.2GW)의 약 3배에 달한다.

평균 이용률 15%를 적용하면 영농형 태양광만으로 연간 **295TWh**의 전력을 생산할 수 있다. 2024년 기준 한국 전체 전력소비량(약 550TWh)의 53%다. 현재 농지의 10%만 활용해도 국가 전력 수요의 절반 이상을 충당할 수 있다는 의미다.

## 지역별 분포

광역시도별 잠재량은 경기도(39GW), 전북(36GW), 전남(33GW), 충남(25GW) 순이다. 전북은 잠재 발전량이 총 전력 수요의 두 배가 넘고, 전남은 수요의 130%를 감당할 수 있다. 수도권 외 지역의 에너지 자립도를 강화할 수 있는 구조적 수단임을 보여준다.

## 단순 소득 보전을 넘어

에너지 전환의 핵심은 더 많은 발전소를 짓는 것이 아니라, 전력의 생산과 소비가 같은 지역 내에서 순환할 수 있는 구조를 만드는 데 있다. 영농형 태양광은 농촌을 단순한 전력 수용지가 아니라 국가 전력 체계의 능동적 구성 요소로 재편하는 전략적 수단이 될 수 있다.

정부가 2030년까지 햇빛소득마을 500곳 조성과 영농형 태양광 특별법 제정을 발표한 지금, 이 정책의 프레이밍을 농가 소득 지원에서 분산 기저전원 전략으로 격상해야 할 때다.

## Structural Issues in Current Power Policy

The present national power supply plan remains heavily focused on short-term supply stability, maintaining a fossil-fuel-centered, centralized generation structure. This structural bias makes it fundamentally impossible to comply with or respond to international decarbonization frameworks such as RE100 (Renewable Energy 100%) and CBAM (Carbon Border Adjustment Mechanism), and serves as a root cause of declining international competitiveness for Korean industries.

## Spatial Imbalance of Power Supply and Renewable Potential

Over 55% of Korea's total electricity demand is concentrated in the Seoul Metropolitan Area, while renewable energy potential is predominantly located in non-metropolitan regions such as Jeolla-do and Gyeongsang-do. This severe spatial mismatch has entrenched an inefficient system in which electricity generated in "high-potential but low-demand" regions must be transmitted long distances to "high-demand but low-potential" areas.

## Transformative Potential of Agrivoltaics

Agrivoltaics goes far beyond being a supplementary income source for farmers — it represents a strategic use of national land as a distributed baseload energy resource. Based on realistically available farmland, **more than 200 GW** of agrivoltaic capacity could be deployed nationwide, enough to supply over half of Korea's total electricity consumption as of 2024. Regional potential analysis shows that not only Jeolla-do and Gyeongsang-do but also Gyeonggi-do — close to major demand centers — possess substantial capacity, making agrivoltaics a key tool to mitigate regional supply-demand imbalances.

## Policy Recommendations

The primary constraint today arises from grid congestion caused by transmission overload. Therefore, instead of further transmission expansion, a fundamental shift toward distributed power systems that produce and consume electricity locally is urgently needed. Agrivoltaics can:

- Enhance regional energy self-sufficiency
- Alleviate grid bottlenecks
- Reposition agriculture as an active producer of power
- Serve as a strategic pillar enabling Korea to achieve both carbon neutrality and balanced national development simultaneously



## 현행 전력 정책의 구조적 문제

현재 국가 전력수급계획은 단기 공급 안정성에 과도하게 초점을 맞추면서 화석연료 중심의 중앙집중형 발전 구조를 유지하고 있다. 이러한 구조적 편향은 RE100(재생에너지 100%)이나 CBAM(탄소국경조정제도) 등 국제 탈탄소 체계에 부합·대응하는 것을 본질적으로 어렵게 만들며, 한국 산업의 국제 경쟁력 약화의 근원이 되고 있다.

한국 전체 전력 수요의 55% 이상이 수도권에 집중되어 있는 반면, 재생에너지 잠재력은 전라도·경상도 등 비수도권에 압도적으로 분포되어 있다. 이러한 심각한 공간 불일치는 "잠재력은 높지만 수요가 적은" 지역에서 생산된 전력을 "수요는 많지만 잠재력이 낮은" 지역으로 장거리 송전해야 하는 비효율적 시스템을 고착시켜 왔다.

## 영농형 태양광의 변혁적 잠재력

영농형 태양광은 농가의 부수입원을 넘어, 국토를 분산형 기저 전원 자원으로 활용하는 전략적 수단이다. 실질적으로 활용 가능한 농지를 기준으로 전국적으로 **200 GW 이상**의 영농형 태양광이 설치 가능하며, 이는 2024년 기준 한국 전체 전력 소비량의 절반 이상을 공급할 수 있는 규모다. 지역별 잠재력 분석 결과 전라도·경상도뿐 아니라 주요 수요지에 가까운 경기도도 상당한 용량을 보유하고 있어, 영농형 태양광이 지역 간 수급 불균형을 완화하는 핵심 수단이 될 수 있음을 보여준다.

## 정책 제언

오늘날의 가장 큰 제약은 송전 과부하로 인한 계통 혼잡이다. 따라서 송전망의 추가 확장 대신, 전력을 지역에서 생산·소비하는 분산형 전력시스템으로의 근본적 전환이 시급하다. 영농형 태양광은 다음을 가능하게 한다:

- 지역 에너지 자립도 강화
- 계통 병목 완화
- 농업을 능동적 전력 생산자로 재정의
- 한국이 탄소중립과 국토균형발전을 동시에 달성할 수 있는 전략적 축
